At the core of this assignment lies the question of sport’s specificity and the justification for derogation from normal employment practices. The rules are examined in relation to sport’s alleged specificity as an actiivty deserving specific treatment in the implementation of general law which, to a large extent, justifies the autonomy of sports institutions in regulating their competition. This research has been undertaken in the context of the policy objective to assert a European dimension of sport that goes beyond the mere implementation of rules on the free movement of players or competition.

The report is intended to contribute to the implementation of policies in a post-conflict Libya to promote private sector development. The report analyses the structural economic and framework conditions prevalent in Libya, highlights potential drivers of development and considers the role of SMEs and entrepreneurship promotion in driving post-conflict recovery. Based on international experience and practices, and considering the context of the country, the report identifies the necessary legal frameworks, institutions and policies for the promotion of SME and entrepreneurship. The document is part of a wider MENA Transition Fund project to support the design and implementation of SME policies in Libya.

All the bilateral peace projects (Clinton/Taba, Ayalon/Nusseibeh, Geneva Agreements) are converging into the same direction. We can be optimistic.
